Weathering the Storm Together: CBS and HVIA Stay the Course Toward Inclusive Education

CEO Vicky Sylvester and Congressman Mike Lawler along with others stand in from of the proposed Universal Pre-K site after storm damage.

On July 14, a sudden and powerful storm passed through Putnam County, causing significant structural damage to a portion of the Patterson site that is being developed by Community Based Services (CBS) as the future home of the Putnam County Early Learning Center.

As a partner of CBS, Hudson Valley InterArts (HVIA) stands in full support of this vital initiative. The Early Learning Center represents a major step forward in inclusive education for our region—bringing together a universal pre-k model with a deep commitment to accessibility and creativity for children of all abilities.

While the storm did delay progress in part of the building, the good news is that the main area of the site remains unharmed, and CBS continues to plan for a September 2025 opening. Restoration efforts are already in motion with insurance partners, architects, and engineers collaborating on next steps.

Dr. Vicki Sylvester, CEO of CBS, shared her gratitude for the rapid response from first responders and the unwavering support from local leaders and community members. “The foundation of this program is not just physical—it’s built on the belief that every child deserves the opportunity to thrive,” she said.

At HVIA, we continue our own programming this week with renewed purpose. Whether through painting, music, movement, or mindful making, we believe in the healing and unifying power of the arts—especially during uncertain times.
